Meet the President

Dr. Rochelle R. Singleton, Div., PhD.

Dr. Rochelle R. Singleton, a native of Philadelphia, is a respected leader, educator, Licensed Minister, consultant, and community advocate with more than 30 years of service dedicated to strengthening families and empowering underserved communities. Her work spans literacy advancement, youth advocacy, executive leadership development, and community wellness initiatives.


As the Executive Director and Founder of We Care Community and Literacy Center, Dr. Singleton has built a respected nonprofit focused on expanding access to financial literacy, academic support, career readiness, after-school enrichment, and essential community resources for children, adults, and families. Guided by the belief that “Bridging the Gap” is both a mission and responsibility, she has spent decades creating pathways of hope, education, and opportunity for those facing financial, educational, or personal barriers.


Dr. Singleton also serves as President of Rochelle Singleton, Inc., a consulting firm providing administrative consulting, business coaching, leadership training, and strategic guidance for organizations, ministries, and individuals. Her professional background includes extensive experience as an executive administrator and certified Paralegal within some of Philadelphia’s most prominent law and engineering firms.


A Licensed Minister, Dr. Singleton is known for her relatable teaching style, humor, and compassionate approach to mentorship. She has spent years ministering to individuals one-on-one, offering encouragement, prayer support, and practical guidance during personal and spiritual challenges. She also participates in mime ministry, serves as a Sunday School Teacher, and is an active member of several service committees at McCloud Tabernacle Independent Church under the leadership of Pastor Chloe McCloud and Bishop Daniel & First Lady Shelia Johnson.


For more than 27 years, Dr. Singleton has led the annual Give Love on Christmas Day Homeless Drive, providing food, clothing, hygiene essentials, and care to families and individuals experiencing homelessness. Her annual Harvest and Community Fun Days further support local families through school-supply giveaways, winter-weather gear distribution, and community-building activities.


A survivor who continues to live with courage while managing a chronic cancer diagnosis, Dr. Singleton remains determined, faith-driven, and committed to service. Her experiences have strengthened her passion for helping others overcome emotional, mental, and spiritual challenges. Through her consulting work, nonprofit leadership, and ministry, she has guided countless individuals toward personal healing, financial stability, academic growth, and purposeful living.


Dr. Singleton holds two advanced degrees, a Doctor of Divinity and a Ph.D. in Psychology, reflecting her commitment to both theological study and human behavior. She also serves on the Board of Trustees for Global Leadership Academy Southwest, where she supports innovative educational initiatives and leadership development for youth.


Outside of her professional and ministry work, Dr. Singleton is an avid roller skater, dancer, and proud member of the Chantel Price Dance Studio, where she participates in adult ballet. She treasures her family deeply and counts being a wife, mother, stepmother, and grandmother (“Meme”) among her greatest accomplishments. Married to the love of her youth, Marc A. Singleton, Sr., she continues to live a life defined by purpose, compassion, and resilience.”
